The need for a compensation and indemnification system supplementary to that provided by CLC 1969 was considered at this Conference and resulted in the establishment of an international compensation fund for the purpose of ensuring that full compnesation is available to victims of oil pollution incidents and providing reflief to shipowners in respect of the additional financial burdens imposed on them by CLC 1969.
