Who should use this guide?

This guide is for use at all equine establishments, stables, livery yards and other animal establishments and for all employers, proprietors, managers, occupiers and owners.

It tells you what you have to do to comply with fire safety law and it also helps you to carry out a fire risk assessment and identify the general fire precautions you need to have in place.

This guide has been designed so that a responsible person, with no formal training or experience, should be able to carry out a fire risk assessment in smaller, less complicated equine establishments, stables, livery yards, and other animal establishments.

If you decide, having read this guide, that you are unable to apply the guidance, then you should seek expert advice. Larger and more complex premises and establishments are likely to need to be assessed by a person who has further training or experience in fire risk assessment.

This guide may also be useful for:
• Employees
• Employee-elected representatives
• Trade union-appointed health and safety representatives
• Enforcing authorities
• Insurance assessors
• All other people who have a role in ensuring fire safety in equine establishments and similar venues.

This guide applies to premises where the main use of the building(s) or part of the building is as stables or livery yards, or equine establishments forming part of other occupancy premises, e.g. stables at racecourses. It may also be suitable for individual stables within other complexes, such as zoos, large animal sanctuaries or farm parks, although consultation with the occupancy managers will be necessary.

New fire safety rules affecting all non-domestic premises in England and Wales came into force in October 2006, in accordance with the Regulatory Reform (Fire Safety) Order 2005(SI 1541/2005)' (ISBN 0110729455).
