The ADN is to water transport what the ADR is to roads.

Please note however distinction between open sea transport (which is IMO's responsibility, the IMDG) and inland waterways covered by these two volumes.

'ADN 2009 - European Agreement Concerning the International Carriage of Dangerous Goods by Inland Waterways' consists of a main legal text and the updated version of the annexed Regulations.

These aim to:

Ensure a high level of safety in the international carriage of dangerous goods by inland waterways
Contribute effectively to the protection of the environment by preventing any pollution resulting from accidents or incidents during such carriage
Facilitate transport operations and promote international trade of chemicals.

The annexed Regulations contain:

Provisions concerning dangerous substances and articles
Provisions concerning their carriage in packages and in bulk on board inland navigation vessels and tank vessels
Provisions concerning the construction and operation of such vessels
Requirements and procedures for inspections, issue of certificates of approval, recognition of classification societies, monitoring, training and examination of experts.

The two volumes contain the regulations as applicable in 2009, based on the UN Transport of Dangerous Goods list that govern shipping of dangerous goods.

It explains all the exceptions and particulairities concerning the shipping procedures and preparations, documents, etc. Under the agreement, all European countries agrre to adhere to the same methods of training, control and activities of security agents in this field.

The European Agreement concerning the International Carriage of Dangerous Good by Inland Waterways (ADN) was adopted in May 2000 by a Diplomatic Conference held in Geneva. This publication includes the text of the final act of the conference, the resolution adopted by the conference, the agreement itself and the updated version of the annexed regulations, revised as of 1 January 2009.
