This report looks at national-level developments in relation to several concepts highlighted in the targets of Goal 16, which are viewed as institutional principles: access to information, transparency, accountability, anti-corruption, inclusiveness of decision-making processes, and non-discrimination. The report surveys global trends in these areas, documenting both the availability of information on those trends and the status of knowledge about the effectiveness of related policies and institutional arrangements in different national contexts.

This report examines how the public sector can foster integrated approaches to implementing the 2030 Agenda and the Sustainable Development Goals (SDGs). It examines challenges and opportunities for integrated approaches, highlighting past experiences. It examines how governments across the world have chosen to address existing interlinkages among the SDGs, and their implications for public institutions. It aims to produce a comprehensive empirical analysis of policy integration for the SDGs at the national level, with a view to drawing lessons on how emerging initiatives aiming to policy and institutional integration might lead to success in achieving the SDGs in different contexts. Concrete examples are given.

This publication is based on highlights of the discussion held during the 12th Session of the UN Committee of Experts on Public Administration (CEPA), in 2013, on "The Role of Responsive and Accountable Public Governance in achieving the MDGs and the Post-2015 Development Agenda," which observed that responsive and accountable governance, including effective, responsive and accountable public administration, is key in accelerating the progress on the MDGs and in the implementation of the post-2015 development agenda. It also encompasses research and analysis of the United Nations Public Administration Country Studies (UNPACS) on themes such as codes of conduct, citizen engagement (in terms of its oversight role), ICTs in the work of e-government, and citizen engagement for public policy definition and development management planning.

The main objective of the 2010 World Public Sector Report is to analyze challenges, strategies and practices in rebuilding public administration after conflict. It is unique in that it provides key lessons learned about transforming governments to promote peaceful coexistence, sustainable development and prosperity for all citizens. The report is based on a literature review of the main theories and issues involved in post-conflict reconstruction, coupled with an analysis of relevant case studies and good practices from all five regions of the world, dating from the end of World War II to the present.

This publication examines four main key areas of public administration reconstruction: institution-building, leadership, human resources in the public sector, citizen engagement and public service delivery. The report is intended for decision makers in conflict or conflict-prone situations and a range of different actors.
