This release contains information on progress towards the recruitment of an additional 20,000 police officers in England and Wales by March 2023.

Key findings:
  • provisional data show that there were 137,704 officers in the 43 territorial police forces in England and Wales as at 31 March 2021
  • this is an increase of 9,270 officers on the adjusted baseline of 128,434. Of these additional officers:
    • 8,771 had been recruited from funding for the Police Uplift programme and contribute towards the target of 20,000 by March 2023 (7% above the baseline)
    • a further 499 additional officers had been recruited through other funding streams (such as from local council tax precept)
  • all 43 territorial forces in England and Wales met or exceeded police uplift allocations set in year ending March 2021
  • since April 2020, more than four in ten new recruits (42%) have been female and 10.6% (who stated their ethnicity) identified as belonging to a minority ethnic group
  • 139,312 applications to become a police officer have been received since October 2019

Key findings
    Provisional data show that there were 135,248 officers in the 43 territorial police forces in England and Wales as at 31 December 2020.
  • This is an increase of 6,814 officers on the adjusted baseline of 128,434. Of these additional officers:
      6,620 had been recruited from funding for the Police Uplift programme and contribute towards the target of 20,000 by March 2023 (5% on top of baseline).
    • A further 194 additional officers had been recruited through other funding streams (such as 2020/21 local council tax precept).
  • Since April 2020, four in ten new recruits (40%) have been female. Over the same time period 10.2% of new recruits (who stated their ethnicity) identified as belonging to the Black, Asian, Mixed, or Other ethnic group.
  • 121,016 applications to become a police officer have been received since October 2019.

This release is the first quarterly update on progress towards the recruitment of an additional 20,000 police officers in England and Wales. This first edition also provides details of the finalised methodology for determining the starting figure against which recruitment will be monitored.

Key findings
  • The baseline against which progress will be measured is 128,591. This figure takes into account any recruitment and adjustments already planned prior to the police uplift announcement.
  • Provisional data show that, as at 31 March 2020, 3,005 additional officers had been recruited towards the target of 20,000 by March 2023.
  • Provisional data show that there were a total of 131,596 officers (including planned recruitment prior to the uplift announcement) in the 43 territorial police forces in England and Wales as at 31 March 2020.
  • In total, the number of officers has increased by 5% since March 2019, and of 3% since September 2019.
