About the Author

Philip G.Pugh read Mechanical Engineering at the University of Leeds and joined the National Physical Laboratory in 1960. There, and subsequently at the Royal Aeronautical Establishment (Bedford), he was engaged on the development of aerodynamic test facilities and in high-speed aerodynamic research.

A major change in direction came in 1981 when he joined the Procurement Executive of the (UK) Ministry of Defence in the Directorate of Project Time and Cost Analysis where he was successively responsible for the collation of cost forecasts for MoD central committees, funding of engine technology demonstrator work, and forecasting costs of major weapons and electronic projects. That was followed by a spell in academia. First in the Centre for Defence Studies at King's College London and then in the Defence Engineering Group at University College London.

He left government service in 1994, but continued to specialise in cost analysis and forecasting as an independent consultant. In association with HVR Consulting Services Ltd, he was the originator of their Family of Advanced Cost Estimating Tools (FACET) which is now established in use within government and industry in the UK, Europe and Australia.

Philip G.Pugh is a chartered Engineer and a member of the Royal Aeronautical Society.
