For those who must comply with the Regulations which control the carriage, handling and storage of dangerous substances in harbours and harbour areas. Important to note that ‘harbour’ is defined broadly and includes adjacent land used wholly or mainly for ‘harbour activities’ and may include buildings. In turn, the term ‘harbour area’ differs from ‘harbour’ insofar as the former is controlled by the statutory authority and the latter not.

Harbour areas may also include waters beyond the port itself if they are within the statutory jurisdiction of the harbour authority. In addition to matters of substance handling and storage, the Regulations cover the marking and navigation of vessels, packaging and labelling and the subject of explosives in detail.
